Goodwill Runs Into Wall at City Hall

Goodwill has met a lack of it at the La Crosse city council.  Goodwill wants to buy part of an old Quillin's store on the city's southside and move a new store in.  But the non-profit organization doesn't want to pay any taxes.  Partially what has city council member Marilyn Wigdahl set against the arrangement.  Partially....

Wigdahl and others want money to take the place of tax money that can't be collected if Goodwill buys the old Quillin's.  Goodwill says its not going to do that.
