Neighborhood Association President Resists New Garbage Rules

One of the reasons given for having new garbage regulations in La Crosse is to help clean up the neighborhoods that have a high percentage of rentals.  Washburn neighborhood is one of those.  But the Washburn Neighborhood Association president says, 'no thank you.'   Randy Magno has outlined a number of reasons that the city council should not pass new garbage regulations.  Magno says the winners of having new regulations will be garbage haulers like Harters' which will benefit from having a bunch of new dumpster customers.  While the losers will be taxpayers and landlords, says Magno.   Other winners, he says; scavengers who face new restrictions but won't be caught or prosecuted anyway; and those too lazy to dispose of their electronics properly.
