La Crosse's soon-to-be police chief is getting ready to take over his department.  Today, Ron Tischer gets his first introduction to the city at a police and fire commission meeting.  We've talked to Tischer about his desire to attack some crime problems in the city.  Part of his plans involve getting the community involved in the fight
