New York's gain is LaCrosse county's loss.   After serving for nearly a dozen years county human services director Jerry Huber is leaving his post to accept a job working with disabled people in the Big Apple.  He says the people were the best part of his job in LaCrosse county.  This is a homecoming for Huber.  He grew up in Manhattan and already has a daughter living in New York.  His new job starts in July.
