La Crosse could see a big development go up in the middle of the city.  But the project needs some re-zoning approval from the city council, which considers the issue tonight.  At stake is a multi-floor project with dozens of apartments and commercial spaces on the ground floor.  So far there's been vocal resistance over a lack of parking.  City council member Andrea Richmond hopes the issue gets worked out
