Mayor Vetoes Council Meeting Changes

Another veto from La Crosse mayor Matt Harter.  The mayor has vetoed changes to the city council structure that would have eliminated the committee of the whole meeting, held once a month.  That change also removed the ability of the public to speak in front of the entire council except under special circumstances.  That's the part the mayor apparently found the most objectionable.  In his veto message, saying the change is not an improvement and allows for less public input.
