A lot of things went behind local and statewide smoking rates to to go down in 2012. In La Crosse, Judy Zable with the Health Departmnet has a few examples.
She says just because the numbers have dropped in the high schools and middle schools doesn't mean they are satisfied where they are. She adds 2013 should be a great year with new non smoking campaigns coming.
