Rich Smith already works for the city of La Crosse.  He's just thinking about switching jobs.  Smith is one of those on the list of candidates for mayor in La Crosse.  Currently serves as president of the largest city employees union.  And he figures he's got some pretty good ideas about how to improve how city hall operates
