Eagle viewing on the Black River could be a tourist boon for the city of La Crosse.   At least that's part of the thinking behind building an eagle viewing area on the northside across from the Bridgeview plaza Shop Ko.  The city council finance committee has okayed spending five thousand dollars to design such a site.  Similar plans were made a few years back and federal stimulus money was collected to pay for it but the whole project had to be dumped because the area is in a floodway.  With an exit 3 reconstruction scheduled to begin this year, that would change.  With a new design, the city could get grant money again to build the site.
