Food cart vendors in downtown La Crosse will still be welcome.  But new regulations regarding those carts will give those vendors a lot more to think about.  The city council this week begins consideration of new rules for hotdog and other food carts.  Among those rules: hours of operations limits so that carts don't turn into all night eateries
