More rules for downtown food cart vendors in La Crosse.  The city council's rules committee has given the okay for regulations on carts that sell things like hot dogs and brats.  There's rules for clean-up, hours of operation and a new license fee.  But not quite as much as the hundred dollars originally proposed.  Some on the council say that's not too much to ask.  Others, like John Satory, disagree

The carts will not be able to sell between three and six am.
