A PLATFORM ALONG THE BLACK RIVER FOR WATCHING EAGLES HAS NOT GOTTEN VERY FAR. AND NORTH LA CROSSE BUSINESSMAN RANDY EDDY SENIOR HOPES THE CITY WILL DEVELOP IT SOON. HE'S FRUSTRATED BY THE LOSS OF FEDERAL MONEY FOR THE PROJECT.  EDDY SAYS THE EAGLE-VIEWING PLATFORM IS ONE OF NEARLY 20 COMMUNITY PROJECTS PUT ON A PRIORITY LIST BY A SPECIAL COMMITTEE A FEW YEARS AGO. THAT LIST INCLUDED THE NEW BLACK RIVER BEACH NEIGHBORHOOD CENTER.
