A student behaving strangely, and carrying a gun, got the attention of U-W-L campus police today...

They arrested a man with a shotgun after he had gone into one classroom building at the university. No shots were fired, and he had no ammunition with him. But Chancellor Joe Gow was concerned about the man, who came to campus dressed in an 'odd' fashion.

 

The student, whose name has not been released, had visited campus police early in the morning, saying he didn't want Gow or other university officials calling his parents. Officers followed him home to observe him...and were alerted when he returned to campus.

Wisconsin Flood Update

ELKHORN, Wis. (AP) Wisconsin emergency officials say the state has caught a break in the weather, as a storm system that threatened Wisconsin lakes and streams is veering southward into Illinois. Tod Pritchard of Wisconsin Emergency Management says officials were bracing for as much as 4 inches of rain Thursday in the southern part of the state. He says the new forecast calls for about half of that or less.

He says counties aren't relaxing quite yet, though. He says they're tracking the latest forecasts, and officials in Rock County have requested 50,000 sandbags to protect against flooding of the Rock River.

A handful of roads have closed in Milwaukee County. In Walworth County, West Side Elementary School of Elkhorn was closed because flooding because of problems with its sewer system.

Minnesota Flood Update

MOORHEAD, Minn. (AP) The city of Moorhead has learned some lessons about flood preparation after three consecutive years of major flooding. City officials 400,000 bags of sand are ready to be deployed. And, that should be sufficient to construct sandbag levees to a top elevation of 43 feet.

The National Weather Service says there's a 40 percent chance the Red River could top the 2009 record of nearly 41 feet. Homes and business in the area are affected when the river reaches 38 feet.
Forecasters say the most likely scenario calls for the river to peak between 39 and 41 feet at Moorhead and neighboring Fargo, N.D., in late April or early May, with a maximum possibility of 42 feet.

Moorhead is holding neighborhood meetings on Monday to brief residents on flood preparations.
