The last time, they called it the 'Arctic Outbreak'...

Around Groundhog Day of 1996, La Crosse had a record-setting cold spell with three straight nights of temps in the -30 range. The area's coldest weather since that week is expected to arrive Sunday in La Crosse, and Weather Service forecaster Jeff Boyne expects bitterly cold wind chills, around -30 to -50.

Boyne says mild weather in the 20's is likely before the cold air moves in. On Monday, the mercury might not get above -10.

A Winona State student who reportedly worked in La Crosse as a bartender is identified as the driver whose car fell into Swift Creek near City Brewery.

Ellie Ahmann of Winona was 21 years old. La Crosse police say Ahmann's body was recovered from her car Wednesday afternoon, several hours after tire tracks were found to lead from the end of Jackson Street down to the creek. Ever since a recent Viterbo graduate drowned after drinking two years ago, that graduate's mother has been busy campaigning to have certain types of high-proof alcohol banned.

Luanne Wielichowski hopes the Wisconsin Legislature passes a ban on high-potency liquor in 2014.  The bill being circulated in the Assembly would set five-figure fines and possible prison time for stores that sell products like Everclear.  At least one state lobbying group is expected to fight the proposed ban. Jeff Wielichowski drank Everclear with Red Bull and Gatorade the night that he drowned in his family's swimming pool in 2011.
