An appeal by Bryan Stanley has been turned down by a Wisconsin appeals court.

The fourth district appeals judges have affirmed a decision by Judge Ramona Gonzalez to keep Stanley at the Mendota institute, for violating terms of his release from the hospital. Stanley was committed by the state after killing a priest and two other men at St. Patrick's Church in Onalaska in 1985. He argued that his failure to report having violent thoughts was not a good enough reason to revoke his release. The same court of appeals had ordered Stanley's release in 2008, after his mental condition had improved.

There are still lessons to be learned from the tornado that tore through La Crosse two years ago today...

According to county emergency management boss Keith Butler, one such lesson is not to have multiple command posts set up during a disaster. He says it's easier to have the leaders of the emergency operation all located in one place.  Butler says the command staff was spread out during the 2011 tornado, because the twister caused major damage over a couple of miles between the river and the bluffs.  He's concerned that warning time about the tornado was short, since the storm traveled over lots of uninhabited land in Minnesota before crossing the river into Wisconsin.

A new library and police station could be in Holmen's future soon...

The Holmen village board voted this week to proceed with plans for two new community buildings near Halfway Creek Park. That's one building each for the public library, now located in an old grocery store, and the police department, which is now at the village hall. Village president Nancy Proctor says an architect has been asked to make modifications on those plans, and bring them back to the board at its June meeting.

Attorney Busted For Theft

Criminal charges have been filed against former Decorah, Iowa attorney David Strand. He's being charged with first degree theft and a charge of commission of specified unlawful activity. Bond has been set at $50 thousand in the case.

Strand is accused of taking more than $10 thousand from an attorney trust account that was set up for an estate. Strand is also accused of stealing money from July of 2009 through September of 2012.

Last September the Iowa Supreme Court suspended Strand's law license.
